Education Climate Index: Enabling Innovation

The quality and performance of the education system in Austria is mostly assessed by the PISA tests and other assessments of student performance. However, there are hardly any data on the organizational and pedagogical conditions under which these results are achieved and how satisfied students, teachers and parents are with the school system.

To change that, the MEGA Education Foundation partnered with The Skills Group to launch a scientific project to develop an education climate index that can be used over the long term, and to facilitate a major study of the education climate in Austria. 1,193 students, parents and educators were surveyed about their satisfaction with over 60 influencing factors, including: Organizational framework and infrastructure, skills transfer and quality of teaching, student-teacher-parent relationship, satisfaction with the education system as a whole, appreciation of pedagogical professions in society, innovations, and working conditions of educators.

The goal of having a very good education system in all areas must be consistently pursued in a rich country like Austria. The new education climate index can be used to measure not only the status quo but also the further development of the education system and to leverage innovation potential. In the future, the MEGA Education Climate Survey will be repeated every two years in order to make the general development of the Austrian education system and the effects of projects and reform measures measurable in the long term.
